Caroline Kayonga: Community Based Health Insurance in Rwanda
Caroline Rwivanga Kayonga is the Permanent Secretary in the Ministry of Health of Rwanda. She is also Chairperson of the Country Coordinating Mechanism of the Global Fund for Aids TB and Malaria in Rwanda.
Ms. Kayonga is a member of WHO African Regional Programme Sub-committee, and Vice-Chairperson, Board of University Teaching Hospital. As the Permanent Secretary, she acts as a Coordinator of all Technical and Administrative Functions of the Ministry of Health; she coordinates all Units, Departments and Partners in Health Sector and she leads all the initiatives in the Health Cluster and Implementation of Policy Strategies and Programmes of Government of Rwanda.
Before joining the Ministry of Health, she worked with the Ministry of Gender, heading the Gender Training and Advocacy Division, and later worked in several government projects funded by the World Bank, and more recently with the Human and Institutional Capacity Development Agency as a procurement management specialist.
Mrs. Rwivanga Kayonga holds a Bachelor?s Degree from Makerere University in Uganda (Social Sciences) and a Masters in Business Administration from Webster University, USA. She is married and has three children.
